The European Union’s recent industrial and digital policy strategies aim to strengthen Europe’s technology or digital sovereignty. More EU action is needed to defend European values and to secure Europe’s industrial competitiveness. The debate about technology sovereignty is timely. Yet – and importantly – there is no agreed definition of what of sovereignty in the realm of technologies actually means.

At the same time, the Covid-19 crisis and its profound implications have highlighted the importance of Europe’s digital transformation for Europeans’ social and economic well-being. The recent crisis provides new learnings about Europe’s quest for “technology sovereignty.”
