Given all the challenges over the past two years, Ukraine has held up surprisingly well.
Ukraine’s economy is stabilizing and, in a short time, the country has brought down its fiscal and current account deficits. Ukraine has also continued to pursue important structural reforms, like the recent energy market reform that unifies gas prices. At the same time, Ukrainian politics is turbulent and the turnover rate of key ministers have been fast, with the former Prime Minister resigning in April. Corruption remains entrenched and international lenders are putting greater pressure on the government to pursue anti-corruption reforms. How can we understand the different faces of reform in Ukraine – and what do they tell us about Ukraine’s near future? Is the country on track for stabilization – economic and political? Can the EU do more to help Ukraine move its reform agenda forward?
